The Site The site is directly accessible from Twyford Avenue to the east and Tipner Lane to the west. The site was previously developed and now consists of a number of small buildings, hardstanding, scrubby grassland and some smaller trees. A number of trees border the site including a shelter belt of poplar trees on the school boundary. The Pilgrims Trail (a long distance footpath) runs across the south of the site. To the north of the site is the remainder of the undeveloped Tipner East site with “Tipner Lake” (part of Portsmouth Harbour) beyond, to the east is the Mountbatten Leisure Centre and associated open space of Alexandra Park, and immediately to the south, is Stamshaw Junior School. The site also adjoins the residential area with mainly two storey terraced housing arranged along streets running in a north to south direction. To the west is the Tipner Park and Ride facility which immediately adjoins Junction 1 of the M275. Shops on the London Road, North End, schools and services are situated approximately within 1-2km of the site.
Concept Masterplan Draft Illustrative Masterplan The concept masterplan has informed the development of the draft illustrative masterplan for the Bellway Homes Ltd. and Homes England part of the site. The proposed development would comprise of 207 new homes provided as family houses and apartments with a mix of 1, 2 and 3 bedroom properties. There is currently 152 apartments and 55 family homes shown within the scheme. As part of the housing mix, 30% of the units will be provided as affordable homes in line with Portsmouth City Council’s affordable housing policies. The vehicular access to the site will be provided from Twyford Avenue and Tipner Lane, with pedestrian and cycle connections also provided onto Target Road and to the park and ride facility. The proposal includes 262 parking spaces which equates to a ratio of 1.27 spaces per home which meets Portsmouth City Council’s parking standards. The scheme would include tree-lined streets to create an attractive and green environment. Open space will be provided in the form of two pocket parks as well as a green buffer on the western boundary to the park and ride site. |
